No. In a pyramid scheme, money comes mainly from recruiting people. UW partners are paid when customers use energy, broadband, mobile or insurance services, and the only joining cost is £10. It is network marketing, which some critics, including MoneySavingExpert, are wary of.
Evidence
UW is part of a listed company that publishes audited accounts, with 1.43 million paying customers. MoneySavingExpert warns that partners can make over-exuberant claims and advises checking prices for yourself — which is exactly what I'd encourage.
